New resolution attempts to stop killing nearly one million owls

Troy E., a Republican from Texas, called for about 30,000 owls to be shot in California, Oregon and Washington because they outperformed the spotted owls and pushed them out of their homeland territory.

The spotted owl is falling rapidly. Under California and the U.S. Endangered Species Law, owls found in the north are listed as threatening, with 3,000 remaining on federal land. Federal wildlife officials have proposed endangered species protection against two owl populations found in California.

In a statement, NEHLS called the Owls Program, which was approved by the U.S. Fish and Wildlife Service, “wasted Americans’ hard-earned taxes.” He estimates it will cost $1.35 billion Contract $4.5 million Last year, it was awarded to the Hopa Valley tribe in Northern California to hunt about 1,500 owls in four years. That’s $3,000 per owl.

The bipartisan coalition says killing owls is also inhumane and unfeasible. According to the NEHLS office, the resolution’s co-sponsors are composed of 11 Republicans and 6 Democrats, including three California delegates – Josh Harder (D-Trace), Adam Gray (D-Merced) and Sydney Kamlager-Dove (D-Los Angeles).

The work utilizes the Congressional Review Act, a tool sometimes used under the new presidential administration to reverse the rules issued by federal agencies in the last months of prior commission. In late May, the Government Accountability Bureau concluded that the plan should comply with the bill.

To stop the Owl planning plan, both Congress need to pass a joint resolution by a majority vote, and President Trump needs to sign it. If successful, the resolution will exclude the Fish and Wildlife Bureau from adopting similar rules unless expressly authorized by Congress.

The plan has faced setbacks. In May, federal officials canceled three related grants, totaling more than $1.1 million, including A study This will eliminate owls from more than 192,000 acres of land in Mendocino and Sonoma counties. other They could have been removed from the Mendocino National Forest.

Some scientists and conservationists say that inclusion in the program will mean the end of the owls found in the north. Raptors, dark brown, are little known, prefer old growing forests. It became a central symbol of what was called the Wood War in the 1980s and 1990s, when environmentalists and logging interests fought against the fate of the Pacific Northwest forests. In terms of habitat and food, banned owls are slightly larger, more aggressive and picky – giving them an advantage in the competition for resources.

“If we don’t move forward, it will mean the extinction of owls found in the north, which may also mean the extinction of owls found in California,” Tom Wheeler, executive director of the Center for Environmental Protection Information, told Times last week. He pointed to the Long-term field experiments show Spotted owl population stabilizes in the area of killed owls.

Biologists believe that banning owls originated in eastern North America and expanded to the west along with European settlers who planted trees and suppressed fires. Government scientists believe that banning owls from the existence of the Northwest Pacific region is invasive, but some believe it is a natural expansion.

“Protecting spotted owls is a priority, but attacking other native wildlife that occupy the same forest is not a moral or practical way to achieve this,” said Wayne Pacelle, president of the Center for Action on Animal Health and Humane Economy, who helped promote opposition to the culling program.
