Pahalgam terrorist attack in April 2025 India responds: At a high-level meeting of the Cabinet Security Committee (CCS), chaired by Prime Minister Narendra Modi on Wednesday, the central government made many major decisions following the Pahalgam terrorist attacks in Jamu and Kashmir in the morning. The centre also held an emergency in Parliament the next day under the chairmanship of Defense Minister Rajnath Singh, a full-party meeting.

The following is the committee April 23:

  • 25 Indians and a Nepalese national died in Pahargam attack
  • All Indian troops remain vigilant
  • Strong support and greetings received from the country
  • Cross-border contacts were established
  • The Indus Valley Treaty is suspended immediately
  • Attari boarders close as soon as possible
  • Pakistani nationals will not be allowed on Indian land

    • Any Pakistani nationals who arrive at India from the Waga-Tali border will need to leave India by May 1

    • Pakistani military diplomats declared as “character non Grata” (unpopular person) need to leave India within a week

    • SAARC visas issued to India to India have been cancelled; Pakistani nationals in India will leave within 48 hours

  • India attaches its army, navy and air force to Pakistan

  • Pakistan's overall strength will recover from 55 to 30

  • Three service consultants from the High Commission will call back with five support staff

  • The party-wide meeting will be held in Parliament on Thursday

  • The meeting will be chaired by Defense Minister Rajnath Singh

Earlier on Wednesday, Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman flew back to the country, shortening their respective official foreign trips.

Prime Minister Modi immediately landed in the national capital by the National Security Adviser (NSA), Minister of External Affairs and Minister of Finance.

What is the Treaty of the Valley of the Indus River ('sindhu')? Why is it important?

  • This is an important treaty in Pakistan
  • Under this Agreement, the Six Rivers of PAK are approximately one fifth (80%)
  • These rivers are: Beas, Ravi, Sutlej, Indus, Chenab and Jhelum
  • According to the treaty, India gets water from Beas, Ravi and Sutlej, while Pak gets water from the Indus, Chenab and Jhelum (India uses the eastern rivers, while Pakistan uses the western rivers)
  • In 1960, then Prime Minister Jawaharlal Nehru, then Pakistani President Ayub Khan signed the agreement
