With all these guys trying to stop Luna, Bill will surely meet them next week Bold and beautiful. He therefore may get quite a lot of condemnation for letting Luna go and causing this danger. But it seems Bill is trying to relieve some of his anger by the first reason he is going to tell Lee about his release of Luna.

If you think about it, Bill knows that he is a killer, what reason does Bill have to liberalize this demented young woman? What would have prompted him to take such a risky move that would have the person he loved in a way that hurts?
No one can buy that bad excuse with a childhood like Luna, so he feels forced to help her. But what he said to Li this week was not the reason. Bill Spencer does think Luna can change. Again, misleading, as Lee points out.
