In his podcast commentary “Resistance”, he confirmed that the beginning of the character of Balter is actually his decision to blackmail the boomers, and poisoned Tyrol is just a way to do that. Moore further confirmed that Baltar hopes to continue extorting her in the future, a plan that was only thwarted by her murder by Carly at the end of the plot.
What made his character darker is that it was relatively early… “Resistance” was just the fourth episode of Season 2, many people Space Fortress Karatica Fans think Bartel didn't become a villain until he was elected president and worked directly with the Cylons in Season 3 until he was completely a villain. Once you realize that he plans to blackmail Boomer indefinitely, Baltar sells the humans and usually does whatever he needs to do to maintain power makes sense.
Even if you are one Space Fortress Karatica Fans think Baltar is more of a victim than the villain (he did win a day in court after all), which is fascinating considering the different ways his character can evolve. Heck, Moore even considered putting Baltar in a triangle with Six and Boomer, which would make his blackmailed latter feel completely distorted. Of course, this is one thing we always rely on from this legendary series: a lot of (Ahem) shades of gray.
