Cannabis consumption lounge considered in Kansas City, Missouri

The cannabis consumption lounge may come to Kansas City, Missouri.
According to Kansas City Star, city officials are currently drafting rules, but to obtain city council approval, it will legalize on-site marijuana consumption for the first time in Missouri’s largest city.
State voters legalized adult marijuana use statewide in 2022, but left it to cities and counties to regulate marijuana lounges.
In other areas such as St. Louis, lounges are also popular, where customers can also use them.
Lounges are not allowed to work together with cannabis retail or other licensed cannabis businesses under rules considered by Kansas City.
They will also be:

- A certain distance is required from school, day care and church.
The proposal aims to engage small business and minority owners in the state’s legal cannabis industry, council member Wes Rogers told Kansas City Star.
There is no timetable on when rules can be approved and lounges are allowed to apply for permits.
More regulations to promote social equity
Additionally, Missouri cannabis regulators are developing new rules to promote the state’s social rights program and combat cannabis-derived THC products.
Under the proposed rules, the Missouri Marijuana Regulations (DCR) will:

Missouri marijuana sales see steady growth
These changes will affect the national markets that many industry observers consider to be successful stories.
The Missouri marijuana market has shown steady growth since its February 2023 sales, according to Seattle’s cannabis data and headphones.
As of August 2025, sales increased by 3.2% year-on-year, with sales reaching approximately US$130.22 million for the month.
According to MJBIZ FACTBOOK’s forecast, annual sales may reach US$1.66 billion in 2025.
Since the market launch this fall, the market is expected to bring total sales of more than $4 billion.
