EDSA recovery begins in mid-June

DOTR outlines plans to address traffic congestion and is expected to worsen once a portion of Metro Manila’s busiest highway will be closed for rehabilitation efforts.
“We will rebuild EDSA. The project of the Department of Public Works and Highways (DPWH) will restore the full range of EDSA and make it a green and walkable highway. We need to change the entire concrete structure of EDSA,” Transport Minister Vivencio B. Dizon said in a media briefing on Monday.
The EDSA reconstruction project will be operating for two years and will be the first major rehabilitation of the expressway since 1980. About 437,000 cars use EDSA every day.

Mr Bonoan said preparations will begin on the evening of June 13 and the building will undergo a full explosion in a week. This will include laying out various sections in the rehabilitation program Implemented by the lane.

Mr Bonoan said EDSA Bus Lane served nearly 200,000 average daily passengers during the recovery period.
He said the government is prioritizing the EDSA’s south as the country is expected to hold the Southeast Asian Nations (ASEAN) summit in 2026, which is expected to be held in southern Metro Manila.
“Our consideration for the plan is the ASEAN Conference. We will have to avoid the construction of EDSA during this period,” Bonoan said.
Traffic Management

DOTR and Metropolitan Manila Development Authority (MMDA) also developed its initial traffic mitigation plan, which includes the deployment of 100 buses on the EDSA Busway; and more trains on the Metro Rail Transit Line 3 (MRT-3).
MMDA Chairman Romando S. Artes said that in addition to Sunday, a peculiar private car program will be implemented strictly along EDSA in addition to Sunday.
Under this plan, private cars ending with odd numbers will be prohibited from using EDSA on Mondays, Wednesdays and Fridays, while vehicles with even numbers on plates will not be able to use EDSA on Tuesdays, Thursdays and Saturdays.
“Through this program, we expect EDSA vehicles to be reduced by 40%. The existing coding program will continue to be available for roads outside of EDSA,” Mr Artes said.
Electric vehicles and hybrid vehicles are exempt from quantitative coding plans under the Philippines’ Electric Vehicle Industry Development Act (EVIDA).
Transport Network Vehicle Services (TNVs) (such as Grab and Indrive) can also be exempt from odd schemes on EDSA.
In addition, starting from June 13, EDSA will be used between 5 a.m. and 10 p.m.

John Paolo R. Rivera, a senior researcher at the Philippine Development Institute, said the closure of the EDSA section could worsen TrafFIC and affect consumer activity.
“Traffic disruptions caused by buildings, coupled with strange plans, may prevent people from visiting shopping malls, restaurants and entertainment venues along the EDSA. People may prefer to visit places outside congested areas or visit institutions via alternative routes,” he said in a Viber message.
