Ministry of Oil and Gas draft new PNG rules, MRSC and PL; invite feedback

The Ministry of Oil and Gas drafted the oil and gas rules, the Model Revenue Sharing Contract (MRSC) and Oil Leasing (PL), and the union minister of the union of the Hardeep Singh Puri was released via social media today on July 8.
Puri wrote in an X (early Twitter) post: “As part of our focus, accelerating oil and gas exploration under the leadership of PM @Narendramodi Ji is implementing a series of disruptive policy reforms to facilitate exploration and production. These changes to increase our E&P operators at ratings of interest are doing business for our E&P operators after each level of consulting.”

He further stated that the Oil Fields (Regulations and Development) Act of 1948 was amended in March 2025 and the new PNG rules have reached the OALP X round within 3 months, the largest such exploration and production in the world.
The Minister also invited feedback and suggestions on draft oil and gas rules, model revenue sharing contracts (MRSCs) and oil leasing and presented by png-rules@dghindia.gov.in by July 17, 2025.
