Colorado prosecutors plan to file charges against registered sex offenders accused of trying to kidnap children from an elementary school after finding him ineffective at trial.
The 18th Judicial District Attorney’s Office covering Arapahoe County, including Aurora and Littleton, informed FOX31 on Friday that it intends to dismiss the allegations against Solomon Galligan. The 33-year-old was allegedly trying to bring an 11-year-old boy while on vacation at Black Forest Hill Primary School in April 2024 on charges of attempting to kidnap.
Aurora police have previously reported that Galligan is a registered sex offender whose registration is related to the Pueblo County Sheriff’s Office.

After being arrested, Garrigan underwent a psychological competency assessment, confirming that he was not suitable for trial. As a result, prosecutors claimed they had no choice but to give up the charges.
Galligan’s sin is not a prosecutor’s problem. The alleged crime was captured in a video showing a man chasing and catching a student while other children escaped.
“It’s so scary to watch,” Dante White’s child met a suspect, who told FOX31 at the time of the incident. “Especially seeing the perpetrator, his picture. If that guy touched me, I would be frightened. It was an attempted kidnapping.”

Following the incident, Aurora School parents submitted a 10-page letter to Cherry Creek school district officials asking for an independent review of the school’s handling of the situation.
According to media reports, school district officials conducted an investigation and replaced former Black Forrest Hill Elementary Principal Amanda.

Previous statements from the area were sent to FOX31. “We are making this change now so that we can continue to study in a positive and productive way of the last few weeks of the school year.”

Replogle acknowledged that it was an “obvious mistake” that the school did not remain in a safe position after the incident.
“I had this mistake with the regional leadership. There was chaos at the time and we didn’t know the details of everything we were doing now,” Redger said in a letter to FOX31 in the region.
The district told FOX31 that since the abduction attempt, reforms have been implemented, including enhanced safety protocols, increased safety, and identifying students’ mental health support by providing indoor rest options as a safe and comfortable option.
