PM Modi serves 11 years: From 5 times the budget allocation to technological reforms, how the center shapes the crucial agricultural sector

Under the guidance of “Beej se Bazaar Tak” (seed to market), the government has implemented a series of programs aimed at increasing productivity, supporting farmers and modernizing industries.

How budget allocation becomes fivefold

The budget of the Ministry of Agriculture and Farmers Welfare has risen, which soared from Rs 27,666 crore in 2013-14 to Rs 1,376,643.5 crore in 2024-25.

Although food production has grown from 265.5 million tons in 2014-15 to an estimated 347.44 million tons in 2024-25, it includes major crops such as rice, wheat, legumes, legumes, oilseeds and crude grains. The government has also raised the minimum support price (MSP) for major crops and expanded its procurement business as follows:

Wheat MSP increased from Rs 1,400 per quintal in 2013-14 to Rs 2,425 in 2024-25. In 2014-2024, Wheat’s MSP payments totaled Rs 604 crore, compared with Rs 2.2 lakh for the period 2004-2014.

Paddy MSP increased from Rs 1,310 per quintal in 2013-14 to Rs 2,369 in 2025-26, while Class A Paddy MSP rose from Rs 1,345 to Rs 2,389 per kilometer in the same period. Paddy purchases were 7,608 LMT for the 2014-25 year period and MSP payments were 1,416 crore, compared with 4,590 LMT and 4,444 crore for the 2004-14 year period.

The government emphasizes growth by supporting small and marginal farmers, groups led by women, and areas such as dairy and fisheries.

How the government ensures the financial security of farmers

In order to improve financial stability among farmers, the government launched the PM-Kisan Samman Nidhi program in February 2019. Up to now, using Direct Income Transfer (DBT) system, over Rs 3.7 billion have been transferred directly to 110 million farmers through the Aadhaar-C-Clinked Bank account. The plan offers Rs 6,000 per year for three equal installments.

In addition, the government is focusing on revitalizing the pulse and oil sectors. Pulse procurement at the lowest support price (MSP) rose 7,350% from 152,000 tons (LMT) during the period 2009-2014 to 82.98 LMT during the period 2020–2025.

Similarly, over the past 11 years, oilseed procurement by MSP has increased by more than 1,500%.

How the government empowers women farmers

The NAMO UAV DIDI Program was launched as a central department initiative to empower women-led self-help groups (SHGs) by equipping UAV technology into agricultural services.

The government said between 2024-25 and 2025-26, 15,000 selected SHGs will receive drones to provide rental services for tasks such as spraying liquid fertilizers and pesticides.

The agroecosystem launched by India has grown rapidly, with more than 7,000 startups registered over the years.

Under Rashtriya Krishi Vikas Yojana (RKVY), received financial and technical support between fiscal years 2019-20 and fiscal years 2024-25.

To further promote innovation, the government and Nabard initiated agriculture, a Rs 7,500 crore alternative investment fund (AIF) to support a high-impact agricultural launch. The fund focuses on businesses in areas such as FPO support, agricultural machinery leasing and agricultural technology solutions, aiming to enhance rural entrepreneurship and capital access.

How farmers’ incomes are diversified

Recognizing the importance of income diversification, the government has promoted ally activities such as livestock, dairy products, fisheries and food processing. These efforts aim to reduce farmers’ dependence on traditional agriculture and improve rural livelihoods.

In addition, the food processing industry plays a key role in enhancing farmers’ income. The processing capacity increased from 1.2 million tons in 2013-2014 to 2.42 million tons in 2024-25. Processed food exports have almost doubled, reaching US$9.03 billion in 2024-25. The industry now contributes 12.41% of employment in organized manufacturing, providing an alternative source of income for rural households.

Blue Revolution

India has become the world’s second largest fish producer, contributing about 8% of global output. Fish production increased from 95.79 million tons in 2013-24 to 184.02 million tons in 2023-24. The union budget allocated a record rupees of Rs 27,0367 crore to the fishery sector in 2025-26. A dedicated fisheries ministry was established to support this growth.

Dairy Products Division Expand

The country leads the world in milk production, accounting for 25% of global supply.

Milk production increased from 146.3 million tons in 2014-2015 to 239.2 million tons in 2023-24. Meanwhile, the availability of per capita milk has risen to 471 grams per day, exceeding the global average.

The union cabinet approved the revised plans, including the National Dairy Development Plan (NPDD) and the Rashtriya Gokul Mission (RGM), with a total of Rs 61,900 crore for 2021-26 years. These are designed to enhance milk procurement, processing and breeding of indigenous cattle.

The National Beekeeping and Honey Mission (NBHM), launched in 2020, aims to promote scientific beekeeping. The plan has been extended to 2025-26 with a total expenditure of Rs 5 billion and honey production reached 1.42 billion tons in 2022-23

  • 167 women SHG support
  • 79,929 metric tons of honey exported in 2022 – 23
  • 6 world-class and 47 mini honey testing labs have been established
  • More than 14,800 beekeepers and 2.239 million colonies registered on Madhukranti Portal
  • 7 FPOs for beekeepers formed under Trif, Nafed and NDDB

The government is advancing the ethanol mixed gasoline (EBP) program to promote environmentally friendly fuel alternatives and reduce crude oil imports.

Petroleum Marketing Corporation (OMC) mixes ethanol, which is mainly derived from sugar cane, with gasoline. ESY 2025–26’s 20% mixed targets get fast tracks from the initial 2030 goals.

As of February 28, 2025, the mixing rate reached 17.98%, an increase from 10% in June 2022.

Here are a few details about ethanol:

  • Ethanol procurement rose from 380 million liters (2013-14) to 44.1 billion liters (2023–24).
  • During the sugar season 2023-24, 1,11,703 crore rupees were paid to sugarcane farmers.
  • The price of type C molasses ethanol as well as GST and transport payments rose by 3%, increasing farmers’ income.

Seed and Planting Materials (SMSP)

Launched in 2014-15, SMSP ensures high-quality supply of seeds through production, processing and certification.

Here is the list of achievements of SMSP:

  • Cotton seed prices specified in the 2015 order; prices for 2024 are Rs 635 (BG-I) and Rs 864 (BG-II).

New plan, announcement from Modi government

The government has announced some new initiatives and several plans for farmers to empower them. Here are the details of these programs and measures:

Afternoon Dhan-Dhaanya Krishi Yojana

The plan was announced in the 2025-26 union budget for 2025-26, with the goal of 100 low-productivity areas, benefiting farmers by 1 million. It focuses on improving productivity, irrigation, credit access and rural employment through skills and investment.

Other measures

  • One Product in a Region (ODOP): 1,240 products from 773 regions were identified; over 500 listed on Odop Gem Bazaar.
  • Makhana Board of Directors: Established in Bihar to support the production, processing and marketing of Makhana through FPO and training.
